What do you need help with?
Do you have a launcher or recovery system?

A few ways to make nicer water rockets:

1) try and find unique bottle shapes that can make cooler shaped rockets
2) splice bottles together to make longer rockets
3) add parts to the outside of the rocket like wings or similar items.

There's not really any standard fin jigs because there are so many bottle shapes and diameters that a standard design would not be practical. There are some nice plans for pyro rocket fin jigs that could probably be adapted.
