The difference is in the holding power that the glue has. The 8x used to be called PLP Advanced. The 3x was the regular PLP.

The important thing is this: 3x will not hold the pressure back. 8x will hold it.

The 8X is more viscous than the 3X version, so it is better as a filler and is better at holding parts together without a clamp. It is difficult to measure if either is better for splicing bottles because the bottles fail before either glue fails.
