We've been flying some large rockets made from 2 liter bottles. Depending on the bottles used and the number of couplers we use to join segments, we fly rockets around 15 liters. We have made some larger than this, but this is a size which is not cumbersome. If you make the rocket too big, it will be hard to work on it on the pad, and it will be hard to move around. They can be fragile if they are made too large as well.

A big rocket like this will need a large nozzle to get going, so you will want to fly them with a full-bore nozzle. If you try and use a small restricted nozzle, you will find that the heavy rocket barely gets off the ground such a restricted thrust.
