What is a good MS OS app for video editing, such as cropping, adding drawn in features like arrows, circling objects, adding text windows, subpicture windows, changing frame rate, music, graphics, etc?
Please excuse my terms.
I do not know the correct descriptions and terms.
Need advice on video editing software.

Windows Live Movie Maker can do a lot of what you are asking, and it is free.

YouTube actually has a pretty complete set of editing tools online that you can apply ro a video once you upload it.
