In the class D rule set it states that 'Rocket must be completely scratch-built using materials which are not manufactured as model rocket parts' Does this encompass parachutes? As in do parachutes have to be constructed yourself? Or can they be purchased?

And honestly, you can make a better parachute yourself than an Estes rocket parachute you'd buy from a hobby shop.
Try using woven thread instead of twisted thread. You can get some very thin fly-fishing lead line for this purpose. It's great stuff, and resists tangling.
