hi, im a new rocketer-wanna be from mexico, unluckily there is almost imposible to find the correct parts and everything is too expensive

Sounds like you'll have to team up with someone to get the resources you need. Maybe a local school or college would like to get involved in a water rocket challenge project and you can get their assistance in finding or making the parts required.
