Multi-Stage Weight Limit Question

Looking at the rules regarding maximum dry weight of 1500g, I see the requirement is the same for both single-stage and multi-stage rulesets. Does this mean for a multi-stage, let's say two side boosters that descend separate from each other and a second stage sustainer, basically three rockets in one, each one has a maximum dry weight of 1500g? Or would all three in launch-pad configuration have to ADD UP to more than 1500g?
